Evaluation on the impact of the Finnish Open Science and Research Initiative is published

An external evaluation ordered by the Ministry of Education and Culture on both national and international impact of the Open Science and Research Initiative was published last week at the Nordic Open Science and Research Forum in Helsinki.

Interest has been raised, but much to be done on the operational level

As a whole, the initiative has had a strong impact on the interest level. The ATT Initiative has been able to raise interest in open science among its target groups.

The target groups of the evaluation were the research organisations and their staff members, research funders, the national stakeholders, representatives of the economic affairs and employment and international organisations (UNESCO, OECD, European Commission, Nordforsk and Nordic Council of Ministries).

According to the evaluation, the impact on politics and strategies has been medium strong. On the operational level, the impact has been weak. However, many instructions and services are still at developing phase and they focus on the operational level of the target groups. Thus, the impact is expected to increase during the final period of the ATT Initiative.  The research funders have been an exception as they have been very active in promoting open science.

Finland is seen as a forerunner in open science

The report presents a set of ideas for the Initiative's operations in its final year, 2017. The ideas cover the following themes: active participation in international forums, collection of best practices, special attention towards open innovation and specific actions in order to activate the researchers and staff members.

Finland is seen as a forerunner in open science and thus the conceptualisation of the ATT Initiative and knowledge exchange have been expressed as a wish by international organisations.
