CSC statement to the working group report on the renewal of social security number - CSC statement to the working group report on the renewal of social security number
CSC statement to the Ministry of Finance about working group report on the renewal of social security number
Problems with the current system
- Slow process of getting a social security number for example for foreign students and researchers – one tool would be attaching the level of reliability to the information linked to the social security number
- Parallel social security numbers for the same person – biometrics could be used in finding possible previous social security numbers.
Three possible models for renewal:
- 1) Minimal model 2) Centralised model 3) De-centralised model
- Minimal model and centralised model are mutually exclusive and de-centralised model could be used either independently or on top of minimal or centralised - If minimal or centralised model is selected, it is important to leave the technical possibility for moving to de-centralised model at a later stage.
Data protection must be emphasised in impact evaluation
