Testing and development environment of public administration's digital services to be jointly provided by Valtori and CSC

The service concept of the testing and development environment of the public administration's digital services, JulkICTLab, will change from 1 July 2016 onwards when centralised funding from the Ministry of Finance ends. In the future, the Government ICT Centre Valtori will provide a testing and development environment in cooperation with CSC.

JulkICTLab was built as pilot project launched by the Ministry of Finance in 2013–2015. From the beginning of 2016, the service has been provided as a permanent service funded by the Ministry of Finance. CSC – IT Center for Science has been in charge of producing the service throughout its lifecycle.

– The cooperation between Valtori and CSC offers us a natural path for producing a comprehensive, flexible service development environment for central government administration. It also enables us to move from piloting to production more smoothly, says Markus Rahkola of the Ministry of Finance.

Clients in need of a development environment can purchase capacity services from Valtori, while from CSC they can purchase development tools and expert consultation on the contents of their development projects or the use of the development environment. The change also applies to ongoing JulkICTLab projects.

Orders related to the service are placed and changes to existing orders are made through Valtori's customer relationship managers.

The Government ICT Centre Valtori provides sector-independent ICT services for the entire central government administration. Valtori offers centralised ICT solutions that fulfil its customers needs and is in charge of the procurement, functionality, maintenance and development of such services. The sector-independent ICT tasks of some 80 government departments and agencies will be transferred to Valtori in 2014–2016 as required by the act on the provision of shared central government ICT services (Laki valtion yhteisten tieto- ja viestintäteknisten palvelujen järjestämisestä 1226/2013). Valtori will employ an estimated 1,000 ICT professionals after the completion of this transfer. Valtori will also become responsible for some 30–35 per cent of central government ICT expenditure.
